Traffic Study Weaknesses

What we cover in July is important because infrastructure concerns affect everyone, regardless of where they stand on growth. Residents may disagree about development, but nearly everyone agrees that roads, drainage systems, emergency access, and utilities should be capable of handling additional demand.
During the first two weeks, we will examine the Traffic Impact Analysis and the questions surrounding existing roadway capacity, congestion, and long-term planning. During the final two weeks, we will turn our attention to stormwater management and drainage, exploring how water moves across the proposed Legendary Cove property and why proper planning is essential.
We encourage every concerned citizen to review the available information, study the original documents, and draw their own informed conclusions.

July 1 Daily Nuggets
Topic: What Does LOS E and LOS F Mean?
Traffic engineers use 'Level of Service' (LOS) ratings to describe how efficiently intersections operate. LOS A represents free-flowing traffic, while LOS F represents severe congestion and excessive delays. The Traffic Impact Analysis prepared for Legendary Cove acknowledges that nearby intersections already experience LOS E and LOS F conditions during peak hours before the subdivision is constructed. Residents should understand that LOS F does not represent ideal conditions; it represents congestion approaching or exceeding practical capacity.

Topic: Existing Congestion Already Exists
The Traffic Impact Analysis found that portions of Lewis Turner Boulevard and Poquito Road experience LOS F during morning traffic periods and LOS E during afternoon periods. Nearby movements at Eglin Parkway and Sunset Lane also experience LOS E and LOS F conditions. These findings indicate that congestion exists today before another 138 homes are added to the corridor. Now factor in the proposed Victory Village and the proposed Technology Campus, both of which may contribute additional traffic.
